During the Legal committee meeting which took place in Dubrovnik at the beginning of September members heard from Captain Andreas Mateou of Cyprus Airways and Ms Sofia Michaelides of the University of Middlesex in the UK about their joint doctorial (PhD) thesis on the criminalisation of pilots, ATCOs and engineers, and the detrimental effect this is having on air safety.

The discussion pointed out that many countries do not have the funds to establish air accident investigation boards, which is clearly a cause for concern. This worry led to the suggestion that the viability of establishing an International or Regional Aviation Court together with a regional AAIB should be examined.
